CALL TO ORDER

The combined agenda study session and regular business meeting of the Board of Directors of the Fox Chapel Area School District was called to order by president, Marybeth Dadd, at 7:02 p.m. on August 11, 2025, in the LGI Room at Fox Chapel Area High School.  Prior to tonight’s public meeting, members of the Board met in executive session to discuss personnel matters and information that, if discussed in public, would lead to disclosure of confidential information or information protected by law.  The Board also discussed with counsel information and strategy related to pending tax assessment litigation matters.

ROLL-CALL

The Board members present at roll call were Mrs. Cooper, Ms. Dadd, Ms. Findley, Mr. Frank, Mr. Goode, Mr. Hamilton, Dr. Haselkorn, and Ms. Zych.  Absent was Mrs. Lynch.  Also present were Dr. Reljac, Dr. McCommons, Mr. Giuffre, and Mrs. Anuszek.  Other members of the public were present.

GUESTS

•Fox Chapel Area School District Superintendent Dr. Mary Catherine Reljac has been named the recipient of the first-ever Reflective Leadership Award from Leading Now, a nationwide organization that supports superintendents in navigating political complexity and strengthening public trust.  The award is given to a school leader who leads with clarity, purpose, and the courage to pause and go deeper.  The Reflective Leadership Award is one of three inaugural Public Trust Awards.  The two other awards, one for proactive leadership and one for responsive leadership, were given to superintendents in Iowa and Washington. Leading Now believes that high-impact superintendents draw from all three dimensions of the leadership triangle:  responsive, proactive, and reflective.  “These leaders exemplify each trait – while also modeling strength across the full spectrum.” The goal of Leading Now is to provide superintendents with a diverse community, access to experts, and practical resources to enable them to focus on what matters most – student opportunities and outcomes.  The award was presented during the Leading Now professional learning summer gathering in July 2025.

•The Fox Chapel Area School District won 11 awards in the 2025 National School Public Relations Association (NSPRA) Publication and Digital Media Excellence Awards contest. The district received top Awards of Excellence for the spring 2024, summer 2024, and winter 2024 issues of IN Fox Chapel Area magazine in the magazine category; Weekly Updates from the Superintendent in the newsletter category; and for the stories “First-Ever DMS Day of Service Boost for Organizations,” “Former Steelers Bring History to Life,” “Learning Opportunity Teaches Empathy, Understanding,” “Therapy Dog A Valuable Addition to Counseling Program,” and “Technology Keeps Holocaust Survivor’s Story Alive,” in the excellence in writing category. All of the stories appeared in the IN Fox Chapel Area magazine. Fox Chapel Area won an Award of Merit for the “Fox Chapel Area School District 2023-2024 State of the Schools” in the annual report category. The district won an Award of Honorable Mention for the Fox Chapel Area Safety, Health, and Wellness Fair in the marketing material category. Entries in this year’s contest were given awards of Excellence, Merit, or Honorable Mention.  The awards recognize outstanding education publications, including annual reports, newsletters, magazines, and videos, as well as excellence in writing.  The entries were judged by experienced, award-winning professionals, and each was judged on its overall excellence and quality compared to other entries in the category. Fox Chapel Area School District’s winning entries were coordinated by Jill Leonard, the district’s community engagement specialist, and Bonnie Berzonski, the district’s coordinator of communications. NSPRA provides school communication training and services to school leaders throughout the United States and Canada.  As the leader in school communication since 1935, NSPRA serves more than 2,900 members who work primarily as communication directors in public school districts and education organizations. 

•The Fox Chapel Area School District won 15 awards in the Pennsylvania School Public Relations Association’s (PenSPRA) 2024 Excellence in Education Communications Contest. The district received Awards of Excellence in the writing category for the stories “Former Steelers Bring History to Life” and “First-Ever DMS Afternoon of Service Boost for Organizations,” both of which appeared in the IN Fox Chapel Area magazine; and for a photograph from the Fairview Elementary School safety day in the photography category. The district received Awards of Merit for the “Fox Chapel Area School District 2023-2024 State of the Schools” in the annual report category; for the spring 2024 and summer 2024 IN Fox Chapel Area magazine in the magazine category; for the Safety, Health, & Wellness Fair Invitation in the marketing material category; and for a photograph of students from Hartwood Elementary School in the photography category. The district received Honorable Mention awards for the “Fox Chapel Area School District 2024-2025 Final Budget” in the finance publication category; for the Fox Chapel Area School District By the Numbers in the infographic category; for the winter 2024 IN Fox Chapel Area magazine in the magazine category; for the “Weekly Updates from the Superintendent” in the newsletter material category; for the discoverED 2024 Promo Video in the video (singular) category; and for both the Fox Chapel Area School District and the Fox Chapel Area athletics websites in the website category. More than 200 entries from educational institutions throughout Pennsylvania were submitted for the contest.  The winners were honored at the Annual PenSPRA Symposium on March 20, 2025, as part of an awards luncheon at The Penn Stater Hotel & Conference Center in State College. Fox Chapel Area School District’s winning entries were coordinated by Jill Leonard, the district’s community engagement specialist, and Bonnie Berzonski, the district’s coordinator of communications. PenSPRA is a nationally recognized professional organization.  The group strengthens the leadership role of the school communications profession, fosters the continual development of its members, celebrates student and teacher achievement, and promotes school and community partnerships in support of education.

A Lens on Learning

Each month, we focus on student work in our schools to highlight lessons, growth, and successes of all kinds.

Tonight's presentation focused on the district’s Summer Learning Academy. Becky Grzebyk, program facilitator, Monica Graleweski, teacher, and Dr. Matthew Patterson, executive director of secondary education and instruction, showcased the Summer Learning Academy which took place during the month of July.  They all shared some reflections about their experiences working with the students this summer.

Students Win National Silver Medals in Writing Awards

Three Fox Chapel Area School District students were named national winners in the 2025 Scholastic Art & Writing Awards.  In the writing portion of the national contest, Fox Chapel Area High School 2024-2025 freshman Eliana Wellman won a Silver Medal for her story “The Prankster” in the humor category; and Dorseyville Middle School 2024-2025 eighth-graders Kai Galyardt won a Silver Medal for their story “Things That Writhe” in the flash fiction category, and Celestial Hou won a Silver Medal for her story “The Visitor in the Dark,” also in the flash fiction category. This year, more than 310,000 works of art and writing were submitted by students in grades 7-12 through regional contests.  Prior to being named national winners, Eliana, Kai, and Celestial were named Gold Key winners in the 2025 Pittsburgh Region of the Scholastic Writing Awards.  Less than 2,900 received national Gold or Silver Medals in art and writing, and only the top 1% of all entries earn national recognition.  At the national level, the works of art and writing were judged by luminaries of the literary and visual arts, and jurors look for works that exemplify the awards’ core values of originality, skill, and the emergence of a personal voice or vision. A celebration of all national medalists was held June 11 at Carnegie Hall in New York City. The Scholastic Art & Writing Awards continues to be the nation’s longest-running scholarship and recognition program for creative teens.

Two High School Students and One Recent Graduate Chosen for Art Exhibition

Two Fox Chapel Area High School students and a recent graduate were selected to have their artwork featured as part of the Society for North American Goldsmiths (SNAG) 2025 Annual Juried Student Exhibition.  2025 graduate Colette Walter and 2024-2025 juniors Emma Kuhns and Umayma Trebak had their pieces selected for the show.  Colette’s piece is titled “Chandelier,” Emma’s piece is titled “Portrait of Lucian Freud,” and Umayma’s piece is titled “Lidded Box.”  Additionally, Fox Chapel Area High School art teacher Sarah Stewart Vasquez also has a piece, “Arrow,” exhibited on the SNAG website. A total of 44 students from across the nation were selected for the show.  The high school exhibition is available online through August 31 and can be viewed at https://snagmetalsmith.org/2025-jse-hs/.  A virtual reception was held May 21 for all the participants. SNAG is an inclusive community committed to advancing the multifaceted field of metalsmithing, jewelry, and adornment by inspiring creativity and furthering education and opportunities.

Fox Chapel Area Students Inducted Into German Honor Societies

Several Fox Chapel Area High School students and recent graduates and Dorseyville Middle School students were inducted into Honor Societies for Students of German.  

The Fox Chapel Area High School graduates and students inducted into the Honor Society for High School Students of German, Delta Epsilon Phi, are 2025 graduates Jack Bergmann, Noelle Dick, Benjamin Fiedler, Lindsay Gould, Patton Johnson, Weidi Li, Devon McDonald, Alaina OKunewick, Hannah Parker, and Rebecca Poole; and 2024-2025 juniors Charles Hahl and Ian Wellman.  

The Dorseyville Middle School students inducted into the Junior Honor Society for Students of German, Junior Delta Epsilon Phi, are 2024-2025 eighth-graders Charlotte Coutu, Rebecca Dorneich, Kai Galyardt, Peter “PJ” Hart, Sidera Kingman-Graves, Rishabh Krishnamurthy, Holden Link, Audrey Seiler, Rebecca Smith, and Oren Wehler.

The Honor Societies for Students of German are sponsored by the American Association of Teachers of German (AATG) and recognize the outstanding academic achievement of learners of German.  In order to be inducted into the Honor Society for High School Students of German, students must be enrolled in the Advanced Placement (AP) German V class, have an overall GPA of at least 3.0, and at least a 3.5 GPA in German class.  Students in the Junior Honor Society for Students of German must be in German II, have an overall GPA of at least 3.0, and a GPA of at least 3.5 in German class.

APPROVAL OF MINUTES

Ms. Dadd asked if there were any additions or corrections to the minutes of the regular business meeting dated June 9, 2025.  On motion by Mr. Frank and seconded by Ms. Zych, the minutes were unanimously approved as submitted.

The superintendent recommended that action be taken on the following items of business:

FACILITIES/TRANSPORTATION

On motion by Dr. Haselkorn and seconded by Mr. Hamilton, and after a discussion, it was unanimously resolved to approve the following Facilities/Transportation items:

  • 1. School Bus Driver Approval – 2025-2026 School Year
    • Approve the hiring of the ABC Transit, Inc., subject to verification of all required licensing, clearances, and all other essential employment requirements for school bus operators under the laws of the Commonwealth of Pennsylvania.  The administration shall complete the verification prior to the first day of school for the 2025-2026 school year.
  • 2. Change Order No. 1 – Fox Chapel Area High School - Domestic Water Line and Service Replacement Project
    • Approve change order No. 1 for the Fox Chapel Area High School domestic water line and service replacement project in the amount of $24,164. 
  • 3. Acceptance of Bid for General Construction Contract - Fairview Elementary School Window Replacement Project 
    • Accept the bid of the bidder listed below for the Fairview Elementary School window replacement project, conditioned upon the contractor completing their post-bid award documents and final draft of the AIA agreement.  

      To Moret Construction Company, for the General Construction Contract, with a Base Bid amount of $729,000 and accepting Alternate Bid #2 in the amount of ($72,000), for a total contract award of $657,000.

    • Approve Resolution 2025-8 as prepared by district bond counsel, authorizing the issuance of Series of 2025 Bonds, in order to secure funds for capital projects.

INSTRUCTION

On motion by Mrs. Cooper and seconded by Mr. Goode, and after a discussion, it was unanimously resolved to approve the following Instruction items:

  • 1. Allegheny Intermediate Unit - IDEA-Section 619 – Pass Through Funds/Use of Funds Agreement
    • Ratify the sub-grant agreement for the implementation of the Individuals with Disabilities Education Act (IDEA)-Section 619 between the Fox Chapel Area School District and the Allegheny Intermediate Unit #3 for the period July 1, 2025, through June 30, 2026, and authorize the superintendent to execute the agreement on behalf of the district.  This is a renewal of services.
  • 2. Amergis Healthcare Staffing, Inc. – Education Master Services Agreement
    • Ratify the education master services agreement between the Fox Chapel Area School District and Amergis Healthcare Staffing, Inc., to provide supplemental healthcare staff to the district effective June 25, 2025.  This is a renewal of services.
  • 3. LearnWell – Agreement 
    • Ratify the agreement between the Fox Chapel Area School District and LearnWell for tutoring services effective July 1, 2025, through June 30, 2026, at a cost stated in Exhibit A.  This is a renewal of services.
  • 4. Pennsylvania Department of Education – School District Letter of Agreement
    • Ratify the school district letter of agreement between the Fox Chapel Area School District and Alliance for Refugee Youth Support and Education to collaborate through information and data sharing in relation to students from the district who are enrolled in the Refugee School Impact Grant program.  This is a new letter of agreement and there is no cost to the district.
  • 5. Wesley Family Services – Agreement
    • Approve the agreement between the Fox Chapel Area School District and Wesley Family Services for child/adolescent Partial Hospital Program (PHP) services for the 2025-2026 school year.  This is a renewal of services.
  • 6. Pressley Ridge Autism – Addendum #8 to the Contractual Agreement 
    • Approve addendum #8 pursuant to the contractual agreement approved August 14, 2017, between the Fox Chapel Area School District and Pressley Ridge Autism for services to students for the 2025-2026 school year.  This is a renewal of services.
  • 7. Glade Run Lutheran Services – Day Student Education Agreement - dba St. Stephens Lutheran Academy and St. Stephens Academy Utica
    • Approve the day student education agreement between the Fox Chapel Area School District and Glade Run Lutheran Services dba St. Stephens Lutheran Academy and St. Stephens Academy Utica for services to students for the 2025-2026 school year.  This is a renewal of services.
  • 8. PHASE 4 Learning Center, Inc. – ACT 48 Program Agreement for Services  
    • Approve the agreement between the Fox Chapel Area School District and PHASE 4 Learning Center, Inc. for alternative education services for students for the 2025-2026 school year.  This is a renewal of services.
  • 9. The Western Pennsylvania School for Blind Children - Outreach Services Contract Agreement 
    • Approve the outreach services contract agreement between the Fox Chapel Area School District and the Western Pennsylvania School for Blind Children for services to students effective August 30, 2025, through August 29, 2026.  This is a renewal of services.
  • 10. LinkIt! – Software License Agreement
    • Approve the software license agreement between the Fox Chapel Area School District and LinkIt!, for the district to continue the pilot of the Instructional Management System that LinkIt! provides effective for the 2025-2026 school year.  This is a renewal of services.
  • 11. Resolution 2025-9 – Support of Military-Connected Students and Their Families
    • Approve Resolution 2025-9 in support of military-connected students and their families.
  • 12. The Bradley Center – Agreement for Educational Services 
    • Approve the agreement between the Fox Chapel Area School District and The Bradley Center for educational services for students for the 2025-2026 school year.  This is a renewal of services.
  • 13. The Watson Institute – The Education Center-Sewickley – Letter of Agreement
    • Approve the letter of agreement between the Fox Chapel Area School District and The Watson Institute for students enrolled in The Education Center-Sewickley for the 2025-2026 school year beginning August 21, 2025, and authorize the superintendent to execute the letter of agreement on behalf of the district.  This is a renewal of services.
  • 14. The Watson Institute – WISCA-Sharpsburg – Letter of Agreement
    • Approve the letter of agreement between the Fox Chapel Area School District and The Watson Institute for students enrolled in The Watson Institute Social Center for Academic Achievement (WISCA-Sharpsburg) for the 2025-2026 school year beginning August 21, 2025, and authorize the superintendent to execute the letter of agreement on behalf of the district.  This is a renewal of services.
  • 15. Allegheny Adult & Pediatric Therapy, LLC – Service Agreement 
    • Approve the service agreement between the Fox Chapel Area School District and Allegheny Adult & Pediatric Therapy, LLC for staff professional development, classroom planning, observation, and direct consultation services effective August 21, 2025, through July 31, 2026.  This is a renewal of services.
  • 16. Human Services Administration Organization - Student Assistance Program (SAP) – Letter of Agreement  
    • Approve the letter of agreement between the Fox Chapel Area School District and the Human Services Administration Organization to provide Student Assistance Program (SAP) services for the 2025-2026 school year, and authorize the superintendent to execute the letter of agreement on behalf of the district.  This is a renewal of services and is funded by the Allegheny County Office of Behavioral Health.

Febbraro is approved as a 10-month, 8 hours per day custodial employee for Fox Chapel Area School District for a probationary period, effective August 25, 2025, pursuant to the Service Employees International Union Local 32BJ Collective Bargaining Agreement (CBA).  The salary and fringe benefits are set as per the CBA.  This position is available due to the retirement of Amy Butler.
         
    • e. Food Services
      • (1) Amber Eddy is approved as a permanent, part-time (4.75 hours per day) food services employee in the Dorseyville Middle School cafeteria.  Hourly wage is set based on the wage scale for food services employees, General Food Worker – 2, with no fringe benefits, effective August 19, 2025, pending the fulfillment of pre-employment requirements.  This position is available due to the resignation of Carrie Mellett.
      • (2) Amanda L. Ramirez is approved as a permanent, part-time (5 hours per day) food services employee in the Fairview Elementary School cafeteria.  Hourly wage is set based on the wage scale for food services employees, General Food Worker – 2, with no fringe benefits, effective August 25, 2025.  This position is available due to the retirement of Georgia Law.
